Ganging Up on Crime?

Leading indicators of crime in the United States show that the historic crime drop witnessed in the 1990s continues in most parts of the country. But while most gang experts call for an appropriate social service response to youth development and neighborhoods in distress, this administration and Congress support huge cuts to programs that serve youth, which is likely to do more to destabilize communities and aggravate crime than promote public safety.
