A new study says even violent criminals get too old for crime.  

The Justice Policy Institute study shows that many elderly inmates could be released from prison with no risk to society. The group says it’s a more humane option that could save taxpayers millions of dollars.  

A criminal justice reform bill called The First Step Act, recently endorsed by the President, would make it easier to for some inmates to apply for “compassionate release.”  

But the legislation faces major hurdles.
